Did you uninstall/block KB3072630?
It seems that KB3139923 breaks windows installer if KB3072630 does not exist on the system.
That was what it was KB3072630 was missing on about 3000 of our systems. How did you ever figure that one out. You would think Microsoft would have that one as a prerequisite for KB3139923. Anyway if we install KB3072630 on all works well. Thanks again
We faced the same problem after blocking/uninstalling KB3072630.
It was uninstalled because it led to problems with older / «legacy» msi’s, and the workaround ( mentioned in https://support.microsoft.com/en-us/kb/3072630 ) did not work.
This gave us problems with updating applications that required uninstalling, and some applications that had yet to update their msi’s.
It seemes you must either have both KB’s, or non of them.
I agree Microsoft should make it a pre-req before installing KB3139923
Thank you for you great informaiton . I have same issue and try to solve 3 days .
We’re in the process of updating the KBs with information about this issue. Thank you for your patience.
If you get this error when you try to open an Office application: » The Windows installer service could not be accessed», d o one of the following:
- Option 1: On machines that update KB3139923 is installed, make sure that update KB3072630 is also installed.
- Option 2: Uninstall KB3139923.
We had problems with System Center Endpoint Protection 2012 on a few Windows 7 clients. After a SCEP 2012 update, that was pushed through windows update, clients received the following error message after login:
Microsoft Security Client
An error has occurred in the program during initialization. If this problem continues, please contact your system administrator.
Error code: 0x80070005
I spend hours on this to figure out what causes the problem. Windows update log showed no errors when SCEP 2012 was updated. Remove and reinstall SCEP did also not solve the problem. I noticed that when uninstalling SCEP there were still some files and registry keys left behind which i had to remove manually. When i tried to reinstall SCEP i got error code 0x80070643.
Luckily i found this topic 🙂 It all comes down to KB3139923. After removing this update i could fully remove SCEP and reinstall it again and the error disappeared. It looks like KB3139923 corrupted the SCEP 2012 update process.

Hi McWeid,
According to your description ,it seems that the machine has been injected by virus .
I suggest to run the Microsoft Safety Scanner in safe mode .
To get into safe mode ,restart the machine and keep pressing «Shift»,troubleshoot ,advanced ,startup settings ,then restart to choose safe mode with network. Then we can run «dism /online /cleanup-image /restorehealth» or «sfc /scannow»to check the health of the whole system files .
Best regards

Issue: How to Fix Error Code 0x800b0100 on Windows 10?
Hello. I could not install Windows Updates due to the error 0x800b0100 for quite a while. After some time, the error was resolved automatically and I managed to install the all available updates.
The problem is that after the installation of updates, I cannot run a scan with Windows Defender due to the same 0x800b0100 error code. Is there something I could do or should I wait for the bug to be resolved automatically? Would highly appreciate your help!

It’s a powerful PC optimization utility, which has a built-in Avira Antivir engine, so by using it, you will kill two birds with one stone.
