Seen when attempting to install or remove the Cisco VPN client software.
Error 28000: Before installing the Cisco Systems VPN Clients , you must uninstall the previous version of Cisco Systems VPN Client , using the Add/Remove Program Files option in the Control Panel. Then restart your system.
Solution
1. Firstly Windows Key +R > appwiz.cpl > Locate and remove the VPN Client. Though sometimes you will not find it.
2. Locate ‘VPN Client’ Folder in program files > Locate the vpnclient.ini file and open it with Notepad, add the following two lines;
3. Run the VPN Client software setup file with a ‘/quiet’ switch on it (as below). it will look like nothing is happening, go and have a coffee, then reboot and try to reinstall.
Manually Remove Cisco VPN Client
This is a little extreme, but if you have no other choice!
4. Windows Key +R > regedit > Navigate to;
Delete the VPN Client Key.
Delete the ALL the sub-keys (in the example below, there are two).
Delete the ANY keys that match;
Delete ANY keys that match;
8. Drill all the way back to the top of the registry (i.e. select Computer) > F3 (to launch ‘Find’) > Locate and delete all instances of the following;
9. Windows Key +R > services.msc > Locate and stop the Cisco systems, Inc VPN Service.

Method 1 — Close Conflicting Programs
When you get a runtime error, keep in mind that it is happening due to programs that are conflicting with each other. The first thing you can do to resolve the problem is to stop these conflicting programs.
- Open Task Manager by clicking Ctrl-Alt-Del at the same time. This will let you see the list of programs currently running.
- Go to the Processes tab and stop the programs one by one by highlighting each program and clicking the End Process buttom.
- You will need to observe if the error message will reoccur each time you stop a process.
- Once you get to identify which program is causing the error, you may go ahead with the next troubleshooting step, reinstalling the application.
Method 5 — Run Disk Cleanup
You might also be experiencing runtime error because of a very low free space on your computer.
- You should consider backing up your files and freeing up space on your hard drive

- For Windows 8, click the Start Button, then scroll down and click More Settings, then click Control panel > Uninstall a program.
- For Windows 10, just type Control Panel on the search box and click the result, then click Uninstall a program
- Once inside Programs and Features, click the problem program and click Update or Uninstall.
- If you chose to update, then you will just need to follow the prompt to complete the process, however if you chose to Uninstall, you will follow the prompt to uninstall and then re-download or use the application’s installation disk to reinstall the program.
Using Other Methods
- For Windows 7, you may find the list of all installed programs when you click Start and scroll your mouse over the list that appear on the tab. You may see on that list utility for uninstalling the program. You may go ahead and uninstall using utilities available in this tab.
- For Windows 10, you may click Start, then Settings, then choose Apps.
- Scroll down to see the list of Apps and features installed in your computer.
- Click the Program which is causing the runtime error, then you may choose to uninstall or click Advanced options to reset the application.
Method 3 — Update your Virus protection program or download and install the latest Windows Update
Virus infection causing runtime error on your computer must immediately be prevented, quarantined or deleted. Make sure you update your virus program and run a thorough scan of the computer or, run Windows update so you can get the latest virus definition and fix.
Method 4 — Re-install Runtime Libraries
You might be getting the error because of an update, like the MS Visual C++ package which might not be installed properly or completely. What you can do then is to uninstall the current package and install a fresh copy.
- Uninstall the package by going to Programs and Features, find and highlight the Microsoft Visual C++ Redistributable Package.
- Click Uninstall on top of the list, and when it is done, reboot your computer.
- Download the latest redistributable package from Microsoft then install it.

If the error is related to a bad graphics driver, then you may do the following:
- Open your Device Manager, locate the graphics driver

- Reset your browser.

- Disable script debugging and error notifications.
- On the same Internet Options window, you may go to Advanced tab and look for Disable script debugging

Recently, I lost my install folders. (Don’t ask)
So I cannot uninstall anything that counted on them. Not generally an issue except it’s a pain in this one case where I uninstalled (or tried to) Cisco VPN then tried to reinstall it. Now, because the uninstall didn’t really work, there is still basically an install with no way to remove the software and I get the following when I try to install it:

So there it is. I’ve looked everywhere I can think of to no avail. I want to basically force the install to ignore errors but not even sure that’s possible. If not, I’d love to know what it still sees on my drive that it’s balking at. I got rid of all things CISCO in the registry, got rid of the CISCO directory in «program files» Removed the CISCO VPN service. Removed the CISCO adapter. There are probably divers out there, but not really sure what the name of those are.
I tried to remove the dne64x.sys from drivers as I saw some text somewhere to do that but that hammered my main adapter.
Can anyone tell me what I need to remove to get this install to work?
I’ll be happy to install, then remove, then install again to get everything right, but first I need to get past the unwillingness of the installer to complete.

I bought new laptop which is preinstalled with widows 8 EM OS.. But for my usage i need to install cisco vpn client (64-bit version) software in my windows 8 EM OS.. which i cannot proceed actually because of the following error :
Error 28000 : Before installing the cisco systems vpn client 5.0.7.0290, you must uninstall the previous version of cisco systems vpn client 5.0.7.0290, using the Add/Remove program files option in the control panel, then restart your system
Following the above popup again a popup prompts displaying :
I have tried to uninstall the program from control panel but i could not find vpn client installed in my system at all… Please give me suggestion how to uninstall and install the new one..
Could you please advise how i can resolve the above issue and setup Cisco vpn client in my windows 8 OS? your reply is more worthy to carry on my work…

Program: Cisco VPN Client v5.0.07.0290
OS: Windows 8.1 Pro 64-bit
Computer: Lenovo X220 Tablet
After upgrading from Windows 8 Pro to Windows 8.1 Pro, the Cisco VPN NIC driver stopped working.
The driver wouldn’t update via Device Manager. I uninstalled the Cisco VPN Client 5.0.07.0290 then rebooted the computer.
When I tried re-installing the Cisco VPN Client 5.0.07.0290, the Cisco VPN Client would terminate with the following error:
Error 28000: Before installing the Cisco Systems VPN Client 5.0.07.0290, you must uninstall the previous version of Cisco Systems VPN Client 5.0.07.0290, using the Add/Remove Program Files option in the Control Panel. then restart your system.
Resolution:
Start “Regedit” as an Administrator:
Search for “Deterministic Networks” and delete it.
e.g. HKEY_LOCAL_MACHINESOFTWAREDeterministic Networks
Search for the following keywords in the registry under the “Uninstall” or “Components” folders and delete any related entries.
Vpngui
Vpnapi
Cisco
CVPND
CVPNDRA
Ipsecdialer
Then, run CCleaner “registry cleaner”
Restart Windows
Install the Cisco VPN Client again
