Error Invalid URL Unable to find install package
When Installation extensions, do not completed installing a message appears «Error Invalid URL Unable to find install package’
What’s the solution

It would help if you could tell which particular extension you tried to install unsuccessfully. URL, please?

Nothing wrong with that install package. Which version of Joomla do you have?
If you are not sure or if you have recently upgraded, please post the output of the Forum Post Assistant (FPA) by following the instructions from viewtopic.php?f=621&t=582860

Добрый день.
Поставил Joomla! 3.8.4 Stable, хотел русифицировать, нашел через меню, пытаюсь, и получаю — 
Почему так? Может из-за отсутствия фтп-доступа в админке cms? Его я не настраивал.
Как тогда вручную ставить язык?
Скачал с сайта пак с языком, раскидал папки из него в administrator/language и /language, но язык в выборе не появился.

Если попробовать через менеджер расширений установить пакет, который вы скачали, а не с репозиториев тянуть.
Есть мнение, что ваш хостер не имеет у себя wget/curl (что там сейчас Joomla использует, чтоб пакеты качать?)

У хостера wget и cURL есть, проверено… Дело в том, что я и есть хостер — ради интереса поставил на отдельной машине центос, взял у прова реальный ип, настроил. Работает всё вроде) wordpress уверенно, phpBB и прочее…
А тут блин ерундистика какая-то, решил Joomla помучить, и с первых шагов затык — не могу русский включить)
Дистриб скачал последний — 3.8.4, а русификатор он в менеджере установки языков видит 3.8.2.1, типа «неактуальный».

Нужно устанавливать Joomla с официального сайта. И тогда все будет OK. Все языковые пакеты устанавливаются автоматически.

Никогда не нужно им пользоваться. Это просто опция для отдельных случаев. Там все в открытом виде. При взломе рухнет все, к чему есть доступ по ftp.

Не делай этого. Ты можешь создать себе проблемы в будущем. При установке других вещей, которые по папкам не раскидаешь.

i can’t install any language in my website
i got This message when i try to install any language in my joomla in Localhost
i had the same error in every joomla version i installed . i dont know if its joomla or server issues
any help here ..

It would first be an idea to update Joomla to 3.8.8 (released this week).

Just wondering if it could be:
1) the file you need is another Zip file within the first one (hence the cannot find install file error).
2) an issue with the read/write permissions on the temp folder.
How are you installing / from where are you installing languages?

Which languages are already installed on the site, which version for each?
Also please post a screenshot of the Update Sites page «administrator/index.php?option=com_installer&view=updatesites»
Can you install any other extension than a language pack?

en-GB are already installed as default and i want to install Arabic and french 
and yes i can install other extensions in (upload package file mode + Install from the web mode) very well

I have seen a lot of posts with the same error but not a solution for J 3.6.4. A few days ago I could install with no problem and now not.
I tried dissabling .htacess
I changed permission to tmp to 755
I tried to install manually
I tried to install from a folder
Still no luck. Any suggestions?

Can you please clarify if you are trying to install an extension or update Joomla to the latest version?

All give the same message. I tried manual the same. I also tried install from web and does not.

I am not updating. Only installing extensions at the moment. I am not familiar with deprecated:preg_replace
I had the problem before when I first started on the new site. It worked well initially and at some stage it did it again. It was still the beginning so I re-installed and started again from the begining but now I am almost finished and cannot do it again

This message indicates that the tmp folder is not write enabled, probably because the path is incorrect.
The path usually looks like this: /home/your-account/public_html/some-folder/tmp

In this post I just want to explain 3 general errors that users maybe face with that when they want to update kernel of joomla or setup a new extension or update it
So we are going to red section!
Notice that we consider English language and maybe you are using different for backend.
1 Could not open archive part file … Check that file exists, is readable by the web server and is not in a directory made out of read by chroot, open_basedir restrictions or any other restriction put in place by your host.
This error appears in a simple popup. We suggest that go to «Global Configuration» menu in backend and check the tmp path (and also logs). Because Joomla needs to transfer setup file from it server to yours. It should be like one of these lines :
/home/[user]/public_html/tmp
/tmp
And for logs folder :
/home/[user]/public_html/administrator/logs
/administrator/logs
- [user] is the folder name of your host. To find that you need to open file manager of your host. It depends to your server configuration.
- In some servers «home3» used other than «home». This item also needs to be checked by file manager.
- Above correction usually should be done if you transfer site from local or another host.
2 Could not create directory
If you did step1 correctly, this error could be related to permission of tmp folder. Just check this folder permission and set it to 755. You can do that by file manager, FTP app or akeeba admin extension.
3 JInstaller: :Install: Can’t find XML setup file. Unable to detect manifest file. Unable to find install package. Path not in open_basedir paths — Unable to create destination
These errors are the same. If you passed 2 previous steps successfully, maybe configuration of web server cause that Joomla couldn’t find xml file of the package. In that case we suggest unzip extension in local. Put all files of it in a new folder (with name you like it!) and compress that folder. Now re-upload the package and check it.
By this way if the package has corruption you will notice.
There are somethings else that you can check yet:
1) Your host has free space? if doesn’t you maybe face with an irrelevant error like «Invalid Login«.
2) Check Maximum Upload Limit in your PHP configuration and increase that if it’s on default (2MB).
3) In Joomla System Information check that zlib library enabled or not. It’s necessary for setup extensions or Joomla update..
And the final advice? Be always on latest stable version of Joomla & PHP.
