I am using the 21H1 update installer.

I do not wanna format the PC because I do not have my Windows activation key, so I wanna use the one that Windows is using currently.

  • After the process, you should have a new folder, something like C:$WINDOWS.~BTSourcesPanther or C:$Windows.~WSSourcesPanther or something. This folder is used for the upgrade process. It will contain a log file that tells you why the upgrade fails. Its usually some software or driver that causes havoc, such as a virusscanner with tamper protection.

    Nov 16, 2021 at 15:06

  • No, i don’t. The only folders that start with a dollar and are at C: are: $WINDOWS.~BT and $Windows.~WS.

    Nov 16, 2021 at 15:13

  • Yes, and inside these folders, you have Sources, Panther with logfiles. These are the folders that are used. Somewhere in there, you will find log files

    Nov 16, 2021 at 15:25

  • This is the message that I got in the log file: Error MOUPG CDlpTask::Cancel(982): result = 0xC1800104

    Nov 16, 2021 at 16:10

  • Good, now google what it means, and you’ll find the solution, or it will redirect you to what to check also. This will lead you to: «Error Code 0xC1900208 means MOSETUP_E_COMPAT_INSTALLREQ_BLOCK — Setup found an actionable compat issue, such as an incompatible app or driver. Please check the CompatData files in the folder C:$WINDOWS. ~ BTSourcesPanther on Upgrade Blocker Information.»

Hi there.

So I was trying out the OS Upgrade Packages, created a TS, deployed it to a machine, and, everything runs fine, it transfers all the files over, says it’s installing, then says it needs a reboot which I click on (after it copies the boot.wim and install.wim
files over and all of that), however, after it restarts, the machine is still on build 1803 and there are no errors.

If I go back into Software Center it says that my OS upgrade TS installed successfully and I just can’t find any errors.

The downlevel phase never actually starts, there is no blue screen covering the whole screen, just a normal task sequence progress window.

Can anyone tell me what logs I’m supposed to be looking for and where? (Official Microsoft documentation now just says the query the whole hard drive, but I don’t even know what to query it for)

SetupDiag doesn’t give me anything useful either…

(Our SCCM is current branch console version 5.1902.1085.2600 site version is 5.0.8790.1000)

My TS is just as default as SCCM created it: (I just disabled check readiness for upgrade as that step seemed to always fail despite the machine meeting all requirements inside that step. If we upgrade the same type of machine with the 1903 iso it upgrades
fine, specs are the same.)

The actual step it gives up at is somewhere around here. It just asks for a restart saying that it needs restarting, but that’s before this installation progress bar actually reaches the end. I restart and then nothing has changed.

Full Windows Version: Version 10.0.18363 Build 18363

I am attempting to update Windows 10 Pro from version 1909 to 21H1. This is running on a SuperMicro X9DRL-7F motherboard with Xeon E5-2670 CPUs. The BIOS is current (to my knowledge) at v3.3.

When applying the update, the normal install process chugs along until Windows attempts to restart. During the restart, the system gets to the Windows logo and after a few minutes comes up with a Blue Screen and the message IRQL Driver Not Less or Equal.

After this the system restarts and loads Windows successfully, but the upgrade has been aborted/rolled back and the system is still on 1909. When using the Media Creation Tool for 21H1, after the install attempt, the system reports 0xC1900101 — 0x20017.

This makes me believe there is an old driver (certainly plausible) that needs updating, but I’m unsure how to track down what that driver is.

The Setuperr.log shows:

MOUPG CInstallUI::GetDefaultLanguage(2027): Result = 0x80070002[gle=0x00000002]

MOUPG CSetupManager::GetDUSetupResults(6511): Result = 0x80070490

MOUPG CDlpTask::Cancel(982): Result = 0xC1800104

MOUPG CDlpTask::Cancel(982): Result = 0xC1800104

Any ideas on where I need to drill down further in order to find the Driver (or other culprit) that’s stopping the update?

Sorry for the delay in replying.

First a quick update for Boggin, or anyone else.

I closed the ‘stuck’ Tweaking Repair task by clicking on the ‘X’ with the Red Background, expecting it to stop the ‘All Repairs’ task I had started running, as Administrator, in Safe Mode, with Network.  Instead it stopped the current stuck individual task and jumped to the next one of the 49 tasks in the ‘All Repairs’ list.  As it did so I briefly saw a flash of a log repeating something like ‘… can’t access or access denied … file in use …’ then the log was gone!!  I got the meaning of it though and assume it indicated it had spent all those 25 hours I’d left it running repeatedly trying to access a file that another process was using, (not that this was indicated on the screen).  It progressed on to all the other tasks in the list and completed them, though there was one task on which it appeared to get stuck, but as I was was clicking between the log and task list, and was about give up on that task and click ‘X’ to cancel it, the task finished. (I don’t think I did click ‘X’, so I think it completed ok!.)  Anyway the ‘All Repairs’ task moved on down the list and finished.

So I believe all repairs were completed except one, (maybe two).

But having had at least one task fail I decided to rerun the full repair list again, in Safe Mode, but this time without Network, in case it was a Network related process that was using the file causing it to get stuck.  I also thought I’d run the tasks one at a time so I could track where any problems were occurring more easily.  So that’s what I’m currently doing.  On task ’04 — Register System Files’, which is where I think it got stuck before, its trying to register C:windowssysWOW64FPWPP.DLL but is again stuck.  If this is because it’s in use by another process, I’ve no idea which one, or what I could do to get the registration to proceed.  Neither can I see a way to skip to the next item in that ‘Register System Files’ repair script.  Also, I guess if I stop the task, it will mean that the registration repair of all the subsequent System Files won’t be done.  That may, or may not, be a problem!

Also as clarification for Boggin , I’m not trying to sort out my MS Surface, running fine which is why I’m using it to submit these posts.

Its my other machine that’s having problems. It’s a HP Pavilion dv6 which, to answer Boggin‘s question in his last post, does have Radeon Dual Graphics and Quad Core.  The processor is AMD A6-3410MX APU with Radeon(tm) HD Graphics, 1597 Mhz, 4 Core(s), 4 Logical Processor(s).  I’ve been trying do a repair this PC since early September following repeated BSOD with ‘Stop code: DPC  WATCHDOG VIOLATION’.  The advice for fixing this amounted to a rather vague, «update the drivers and run Windows Update», … which didn’t fix it.  So after many attempts at different resolutions I decided to do a Windows 10 re-installation, using the Microsoft MediaCreationTool as I understand this will mean I can avoid having to reinstall all my Apps.  However every time I ran it, it fails, after «Creating Media», it ‘cleans up and closes’, and doesn’t progress to the installation stage!  This is the reason why I followed Bitec69’s YouTube advice and decided to run the Tweaking Repairs as I hope, if I can run all the repairs, that the MediaCreationTool may then succeed.

I’m not sure if the following have any relevance to resolving these problems but I’ll restate them now in case they do.  The computer originally had AMD Catalyst Suit installed and AMD had repeatedly, over the previous couple of years, sent updates for this, which, when run responded with «this update can’t be applied to the chip-set and version of AMD Catalyst Suit installed», (why offer me the update then …)   I did try to update the drivers in the normal way as Boggin describe, and it responded that the current driver was the best available, but I thought I’d checkout AMD’s site to be sure.  On their site they advised against using AMD Catalyst Suit on Windows 10 and said that using the Windows 10 generic divers was the best option.  So I uninstalled the originally installed AMD Catalyst Suit thinking the Windows 10 generic offer would be up to date and better, it worked … or did it?  The properties for all of drivers reported that they are working properly, but this isn’t consistent with Device Manager which now displays the warning triangles mentioned in my previous post. (November 08, 2018, 09:37:28)  Why is that?

Four groups of drivers show a triangular warning symbol even though each driver said it was working fine.  They were;
-Display adaptors — AMD Radeon HD 6520G and HD 7400M Series
-IDE ATA/ATAPI controllers — AMD SATA Controller, ATA Channel 0 & 1, and Standard Dual Channel PCI IDE Controller
-Sound, video and game controller — AMD High Definition Audio Device
-Storage controller — Microsoft Storage Spaces Controller

Also Boggin can you, or anyone else, tell me the meaning of these items listed in the C:$Windows.~BTPanthersetuperr.log which is created when I try running Windows MediaCreationTool1803.exe that i mention two posts ago. (November 08, 2018, 06:40:07)

  1. Error upgrading Windows 7 to 10

The download and install process proceeds smoothly until 91% install and update. After that point it fails and reboots to Windows 7 showing the error code 0xC1900101 — 0x4000D.

I’ve followed all the troubleshoot advice at both locations https://support.microsoft.com/en-us/help/10587/windows-10-get-help-with-upgrade-installation-errors and https://docs.microsoft.com/en-us/windows/deployment/upgrade/resolution-procedures#0xc1900101 with no success to show. I’ve checked and updated all drivers, eliminated potentially problematic programs, updated Windows Update and ran the system installing updated updates. The setuperr file in $Windows.~WS/Sources/Panther reports the same error messages each time.

The setuperr file in $Windows.~BT/Sources/Panther reports a much longer file, to save space I provided a link to the error log below.

  2. Windows 10 upgrade problem, no input accepted

I really hate having to come here and ask for help, but I really am stumped. It hurts my geek pride. I have a PC with fairly modern hardware in it. It has a p8p67 pro in it. I have tried upgrading windows 10 on it twice now. Both times I have had the same result.

After windows finishes upgrading it goes to the log in/set up screen. I can’t do anything. No keyboard or mouse input is accepted.

I will list some, or hopefully all, of the troubleshooting steps I have tried:

    • Move keyboard and mouse to different USB ports.
    • Try different keyboard or mouse.
    • Restart computer, repeatedly.
    • Google for related issues.
    • Update Bios, because why not.
    • Create boot media and revert to windows 7.

The windows 10 system restore boot media works fine with keyboard and mouse. All USB ports work in windows 7. I don’t know what is wrong. I suspect that windows 10 is lacking a driver of some sort, but since the computer accepts no input I have no way of checking for which driver let alone installing it.

Please help me figure this out. If I have to revert back to windows 7 again, I am not going to get it upgraded to windows 10. Thank you in advanced.

  3. Windows 10 upgrade problem, no input acceptedi’ve seen this when the stock USB drivers went kaput. Only ever seen it once — i used a PCI USB 2.0 card and connected the mouse and keyboard to that, and manually updated the USB 2/USB 3 drivers.

  4. Error upgrading Windows 7 to 10

Installing Windows 10 using Windows 7 key

Nope, you need to install Windows 10 first and make sure the Windows 7 key is transferred to your Windows account after you’ve installed Windows 10 (not quite sure how that works). I missed the last step and I could not activate Windows 10 after a re-install… Microsoft seem to have done everything they can to make it a PITA. Also, it’s technically too late to do this now anyhow, as the upgrade offer has expired. But KMSPico works quite well…

As for getting rid of Windows, delete the Windows folder.

You can use the following media creation method to upgrade. Simply download the mediacreation tool, download the ISO, create the media and and run the installer. Instead of performing a clean install, choose the «keep my files, folders and settings» option in order to upgrade. After the upgrade has completed and the OS has been activated, I highly recommend running the procedure again but doing a clean install by choosing the other option this time.

The following has been compiled from various sources including service and test installations, recommendations from other members and the Microsoft website.
(Special recognition to member Samat for his preinstallation recommendations and moderator Someone Somewhere for pointing out the use of the Windows 7 USB/DVD download tool with the Win10 ISO.)

1. Check that the software and hardware you mostly use are comptible with Windows 10 and have drivers available, even if your system has already passed the compatibility check. Download and save these drivers to a suitable DVD, flash drive or external disk so that in the event you need to install them later, you can do so without needing to go find them when it’s no longer convenient.

2. Make sure to update all necessary drivers and Windows updates prior to beginning the upgrade process, if the installation requires reinstalling your previous OS again first due to a failure in the upgrade process.

(Step 2 does not apply when doing a clean install)

3. Create a backup of any important files and folders to an external source or cloud service. Better yet would be to additionally or alternatively create an entire system backup image using a utility like Acronis True Image or Macrium Reflect so you can simply restore your previous installation to it’s exact self if something goes wrong or doesn’t work out later on.

4. If your only installation media for your current or previous operating system is a factory recovery partition, it might be a good idea to also copy THAT image to another location as well. External or secondary drives would be good choices as locations to save these types of images.

5. If doing a clean install, before you begin the installation process, it might also be a good idea to ensure that your BIOS is set to UEFI or compatibility mode. Legacy modes that may have worked fine with Windows 7 may create installation or hardware issues during or after the installation of Windows 10.

How to do a clean install

One thing to note before moving forward is that the neither of the Reset options built into Windows 10 allows you to remove or reformat drives or partitions, which is highly recommended as part of the clean install process, so it’s best to proceed as follows)

Click here to download the Windows 10 installation ISO (Installer image)

Browse down the page and be sure to select the correct bit version for your hardware. Most systems these days are 64bit but there are still some qualified systems and mobile devices running 32bit versions.

Click on your chosen download version and on the resulting dialogue, choose «save as», then save the file to your desktop or preferred downloads folder. Where you save it doesn’t really matter as it’s a relatively small file meant only to initiate the REAL download.

Find your downloaded file and run the mediacreation tool. Select the «create installation media for another PC» option and click next.

Next, select your language, OS version and bit depth. This is an important step as an incorrect selection here may result in your download being incompatible and necessitate downloading the package over again. Choose «Home» or «Pro» and 32 or 64 bit depending on your hardware. Ignore the «N» versions under «Edition» unless you live in Europe. Click next.

Now on the following screen, under «Choose which media to use», select ISO file, even if you plan to use a flash drive for installation. We’ll create the actual media using the Windows 7 DVD/USB download tool later. Click next.

After clicking next, your actual Windows 10 operating system installation ISO will begin downloading to the location you chose. Once the ISO is complete, you may move to the next step below.

Click here to download the Windows 7 DVD/USB download tool and use this tool to create the installation media downloaded in the above step.

(Ignore the fact that it says Windows «7» and «download», as it’s really just a Microsoft tool to create bootable media from an existing ISO image and seems to have more success creating bootable USB images than the flash drive option using the mediacreation tool.)
After downloading the Windows 7 DVD/USB download tool, run the utility by clicking on it. The following window will appear.

Click next.

The following dialogue will open and you should click «browse» and browse to the location where you saved the Windows 10 ISO file earlier.

Select your ISO image by double clicking the ISO file or selecting it and clicking open.

When the browse dialogue closes and returns to the creation tool, click next.

The resulting window will give you the option to create DVD or USB media. Select your preferred method of installation and after making sure there is flash drive or DVD media attached to the system, click the option you wish to use.

Once the installation media creation has completed you are ready to perform a clean install. Proceed to the tutorial linked to below and follow the installation guidelines exactly as outlined. Hopefully, this will result in a clean slate and resolve any issues you were experiencing after upgrading or attempting another recovery procedure that was unsuccessful.

After you complete a clean install, it’s probably a good idea to install any specific driver versions you wish to use, especially for graphics card drivers, and then disable automatic driver updating to prevent windows from changing your drivers to undesired versions.

Click here for instructions on turning off automatic driver updating in Windows 10.

Only do this once you are certain all drivers are on the versions you wish to use and everything is working to your satisfaction. Alternatively, you can just leave the automatic driver updating enabled.

As I said I’ve tried every solution I know of to get it to upgrade, I have already done all these standard procedures.

What are your system hardware specs?

Also, if you knew how many times I’ve heard «I’ve tried every possible solution», only to find there were like five pretty common solutions for that type of problem that were not in fact attempted at all, you’d understand why we must assume the most basic tenets of problem solving have not been attempted.

My primary suggestion would be that you reinstall your qualifying OS first, then attempt to upgrade using created Windows 10 media. It’s likely the problem isn’t with Windows 10, but with your previous OS installation. That doesn’t mean it’s a certainty, but it’s certainly a possibility. It’s also possible your system simply doesn’t support the upgrade despite passing the MS compatibility check. I’ve seen about fifty systems like this that when you go to the manufacturers page for the motherboard or prebuilt system they specifically state Windows 10 is not, and will not be, supported by them and that you’re on your own if you decide to upgrade.

Машина одновременно «Good to go» и «Unable to».
