Like Einmimiria stated this seems to be connection related. I would like to provide you with some steps that usually help.
Please make sure all background applications (including anti-virus programs such as Norton, Kaspersky, Windows Defender, etc.) have been disabled and/or closed to minimize game interference.
Ensure that the latest version of Internet Explorer is installed on your PC (even if you don’t use Internet Explorer), please do not use Edge as that is a different internet platform. Once Internet Explorer is up-to-date, please open the IE browser, open the «Tools», go to «Internet Options» and adjust the following settings:
Under the «General» tab, please delete ALL browser history.
Under the «Security» tab, please move the slider to the lowest possible settings or no higher than «Medium»
Under the «Privacy» tab, please move the slider to the lowest possible settings or to «Allow All Cookies»
Under the «Advanced» tab, please make sure that «Allow software to run or install even if signature is invalid» is CHECKED.
Make sure that all SSL and TLS (EXCEPT SSL 3.0) are CHECKED.
[SSL 3.0 should be UNCHECKED]
Hit «Apply» to save the settings, and then «OK, to close the Internet Options menu.
Right-Click on the FFXIV launcher icon and select «Properties»
Go to the «Compatibility» tab, and change the compatibility mode to «Windows 7»
Hit «Apply», then «OK» to save the changes.
Please RESTART your PC now.Once your PC has been restarted, Right-Click the FFXIV launcher icon once more and select «Run as Administrator»
If the suggestions provided above do not resolve the issue, then there is a communication error.

I just recently got this annoying System error -2146697211 in my game launcher so I can’t play for now until this gets fixed.
I tried numerous ways to fix this like running the boot as Admin, resetting the modem, restarting the pc, tweaking internet options to the recommended setting or renewing the ipconfig via command prompt but none seem to work.
If this still continues by the time I get back from my trip tomorrow, I may have to say goodbye for now.

Have you tried updating Internet Explorer (I know you said tweaking internet options but that could be a number of things) & allowing it to always run/install software? FFXIV uses IE to launch the client. I would say this will be fixed eventually since these kinds of problems are common after the game updates. Thank you Kthaiel! I ended up contacting support and they told me to go to IE > settings > Internet options > security > trusted sites (green check) > sites > add https://ffxiv.com . Also to go to Internet options > advanced > check the boxes near the bottom called SSL 2.0 and TLS 1.2. I’m not sure which is was but it fixed my problem! Hopefully this helps someone in the future! Good luck!

It appears to have been caused by an AVG AntiVirus update for me. After trying everything listed above, I opened up AVG 2015, selected Web, and turned off the web protection. Now I can log in.
I have tried both of the fixes mentioned here and still no luck with this error code. I tried going into IE and making those changes, nothing; I tried going into Avast and turning off web guard, still nothing. Any other suggestions. I was able to log in on Wednesday and it is now Sunday and I cant get the launcher to load.

I recently had the same problem, and after a lot of frustration, finally fixed it. This is what I did:
1.) Reset Modem. If you have a router, reset that as well.
2.) Once the connection was back, I flushed the DNS. Open cmd, type ipconfig /flushdns. Close cmd.
3.) I went to documents, my games, found the FFXIV folder, and deleted FFXIV_BOOT.cfg.
I tried simply deleting this first without the previous steps with no success, but when I performed all of the above actions, everything worked.

Thank you so much for posting your solution — ticking that SSL 2.0 and adding the site to my trusted internet sites after a new security preview update for Windows 7 64bit got rid of that error for me, as well. That update must have overwritten IE rules, is all I can imagine.

I just had this problem but I have two ports on my network card so I bridge the connection so my xbox can stay connected via wired connection. I just deleted the bridge and it works again.

Disable Web Protection
In case you are using a third-party Antivirus then you have to disable the Firewall and Web Protection feature from the Antivirus settings.

If you are using Avast Antivirus, then open Avast Antivirus > Protection and Turn off Firewall.

Fix 7: Force Stop / Start DNS Client

- Press Windows key + R to open Run Dialogue box.

Этот код(-2146697211), я смотрю уже неделю.Не могу совершить никаких операций.Отправил скан паспорта,получил вроде бы персональный аттестат,но кипер показывает,что у меня формальный аттестат. На денег,которые переводил для совершения покупки могу только посмотреть.Они есть на конте,и на этом спасибо!Сегодня будет аннулирован мой заказ,так,как прошло 7 дней. Сумма заказа 530 рублей.Думаю,что в этом интернет магазие теперь буду в чёрном списке.Нет возможности включить подверждение операций в мерчанте.Коды подтверждений,приходящие по СМС,не работают

Final Fantasy XIV: A Realm Reborn (or FFXIV for short) is an extremely popular multiplayer video game that was released back in 2013 for Microsoft Windows, PlayStation 3, PlayStation 4 and MacOS. Due to its massive servers and great detail, it is prone to several errors and the one I will teach you how to diagnose and fix today is the Launcher Error, which is also referred to as Error 2146697211. If you love playing this game but keep getting this error, this blog post is for you as it has all the steps and tools you’ll need to correct this issue so you can get back to gaming.
What Is This Error?
Before we just get into the solution of this error, I think an underrated piece of knowledge that people gloss over is what the actual error is. This is just good basic information to have and many times it can help you in fixing and diagnosing this error.
How to Diagnose; When Does It Happen?
This error will appear when you are trying to launch the game, hence it being referred to as the “launcher error”. It will happen right when you open the game and will not let you play at all until it is resolved. Therefore, time is of the essence when it comes to correcting this problem because I’m sure you’ll want to start playing again as quickly as possible.

What Causes It
Basically, this error is telling you that you are unable to connect to their servers for whatever reason. There are some minute details that may be responsible for you not being able to connect to the server, but I won’t get into those because you won’t be able to tell which is happening and knowing them really isn’t all that helpful. Just know that you won’t be able to connect to the servers, which is obviously a huge problem as this game is based entirely on the online multiplayer.
You can see from the screenshot provided above that this error will normally be displayed as “A system error has occurred – 2146697211”. That’s pretty ambiguous, as they really don’t explain what is going on at all. This is common with error messages, as few actually are helpful and tell you what is going on like this one. This is one of the things that frustrates me the most about error messages, as they seem so foreign to people that you might think they are trying to intentionally confuse you.
Fear not though because although you may be confused, this error is actually relatively easy to fix. In fact, you probably already know how to do most of the techniques. Therefore, let’s just get into these solutions in the next section so we can get on our way towards getting rid of this nuisance and back to playing the game.
Solutions
These solutions are fairly standard as there are really no techniques on here that you haven’t heard of. In fact, I’m sure you already know how to do most if not all of them. The point is knowing how to apply them correctly and after reading this you should be better prepared for correcting this error as well as many others as these same general principles can be applied to many other error messages. So here are the solutions in the order of which you should try them. After doing

Solution #1: Reboot the Game
Here’s the most basic on the list and you may have already done it. Whenever you get any type of error, ALWAYS restart whatever system you are on. Yes, it’s simple but it will work many times.
Going along with this step, if this restarting the game doesn’t work, then reset your wifi router or modem. Simply unplug everything from the wall, making sure all of the lights are turned off and wait about 30 seconds. After that connect everything once again and once your computer connects to it, try this error again.
Solution #2: Reinstall the Game
There may be a bug within the file of your game that is causing this error. This is extremely relevant if you just downloaded the game or an update as a file may be corrupt. First, check on Final Fantasy’s website to see if there are any available updates. If there are, install them. If not, simply delete the game and download it again.
Solution #3: Check for System Updates
No matter what you are playing the game on, whether is a computer or a video game console, will have updates every couple of months or so, give or take. These updates are used to update gameplay as well as fix issues that are common for many users.
Who knows, if this launcher error has been occurring with more frequency than normal, the operating system that you’re playing on may release an update. Check to see, and if not, continue on to the next step.
Solution #4: Flush your DNS cache
Your DNS cache is a database that temporarily stores records of all recent and attempted visits to websites or other internet based programs (like FFXIV). Flushing or clearing this cache may correct this error, so here’s how to do that on both a Mac and the popular web browser Google Chrome.

To do this on a Mac requires you to type in some code. To do this, you need to open Terminal. Read our article on it here to learn how to do that.
Once you have opened Terminal, you will type in a specific code that will completely flush your cache.

Google Chrome
Clearing your DNS cache through Google Chrome is much easier in my opinion than through your Mac computer.
