Поменять фамилию, имя и отчество, обратившись в загс, совершеннолетний может в любой момент. Российское законодательство не указывает причин, по которым взрослому человеку нельзя было бы менять ФИО, однако оставляет за органами ЗАГС право отказать в предоставлении услуги. Если это случится, о мотивах отказа вам должны сообщить в письменном виде. Кроме того, есть ограничения в выборе ФИО — они не должны состоять из цифр, буквенно-цифровых обозначений, числительных, символов и не являющихся буквами знаков (за исключением знака «дефис») или их любой комбинации, содержать бранные слова, указания на ранги, должности, титулы.

Если у вас есть несовершеннолетние дети, нужно будет поменять их свидетельства о рождении. Это делают одновременно с регистрацией перемены имени.

Если вы сменили фамилию одновременно с вступлением в брак или разводом, дополнительно регистрировать перемену имени не нужно, подтверждением смены фамилии станет свидетельство о заключении брака или свидетельство о расторжении брака. Менять свидетельства о рождении детей в таком случае тоже не придется. Если во время регистрации брака или расторжения брака вы не стали менять фамилию, а уже после решили поменять ее, вам нужно будет пройти обычную процедуру регистрации перемены имени.

Вам нужно будет поменять:

• паспорт гражданина России — в течение 30 дней; 
• полис ОМС — в течение 30 дней;
• документы на автомобиль — в течение 14 дней;
• водительское удостоверение — в течение 10 дней; 
• военный билет. Сообщить о смене фамилии в военкомат нужно в течение 14 дней, поменять военный билет можно позже;
• загранпаспорт; 
• СНИЛС. Номер СНИЛС после смены ФИО. сохраняется, однако страховое свидетельство лучше заменить;
• ИНН. Идентификационный номер налогоплательщика при смене ФИО не меняется, однако вы можете заменить свидетельство о постановке на учет физического лица в налоговом органе;
• трудовую книжку;
• документы о собственности на недвижимое имущество;
• карту москвича;
• сертификат на материнский капитал.

Большинство из этих документов можно оформить одним пакетом в центрах госуслуг «Мои документы». Здесь же можно переоформить субсидию на оплату ЖКУ, если вы являетесь ее получателем. В документы, выданные за границей, изменения не вносятся. Принадлежность таких документов подтверждается свидетельством о перемене имени.

Не забудьте сообщить об изменении ФИО банкам, ТСЖ или управляющей компании, Городскому центру жилищных субсидий (если получаете субсидии), районному отделу социальной защиты населения по месту получения социальных выплат (если получаете), Департаменту городского имущества (если являетесь очередником на улучшение жилищных условий), в учебное заведение (если вы уже окончили учебное заведение, документы об образовании менять не нужно).

   Leave out any titles or terms related to showing or breeding. AKC titles or show terms are prohibited from being included in AKC dog names. You may also not include breed names or breeding-related terms like “kennel, male, stud, sire, bitch, dam, and female.”^[3]
   

   • Even if your pooch is a champion show dog or the direct offspring of one, you may not advertise this in its name. For example, “Augustus, Champion Stud” is not admissible.

   Leave out profanity. Your dog’s new name must be obscenity-free. Do not include any swear words or derogatory terms related to gender, race, creed, nationality, or other social differences.^[4]
   

   • This also applies to transliterations or obvious misspellings of such profane diction.

   Get permission from the owner before including a kennel name. If you would like to use an AKC Registered Kennel Name as part of your dog’s new handle, such as “Abby Mae of Stony Field,” you must get the approval of its owner first.^[5]
   

   • If this is the case, there is a place at the top of the name-change form where the kennel owner can sign to indicate their formal authorization.

   Verify that your dog was born in the U.S. Imported dogs do not qualify for name changes. Your pooch must have been whelped in the United States in order for you to re-register it under a different name with the AKC.^[6]
   

   • Including your dog’s existing AKC registration number on the name-change form will verify its birthplace. If it was born outside the U.S., do not apply for one.
   • Foreign-born pets can be registered with the AKC, but they must stick with the same name they were given abroad for consistency’s sake.

   • Expect a 3-5 week turnaround time.
   • The AKC will send you back a new certificate of registration after your name change has been approved. Read over the new registration carefully, and verify that your name and the dog’s new name are spelled correctly and all information is current and correct.
