The program cannot be started a general error occurred while accessing your central configuration

I have just installed OOo 3.3.0 and it worked fine. After I shut down my computer and restarted, I now receive the following error message: "The application cannot be started. A general error occurred while accessing your central configuration." I have tried uninstalling and downloading and re-installing, but I still get the same error message.

I have just installed OOo 3.3.0 and it worked fine. After I shut down my computer and restarted, I now receive the following error message: «The application cannot be started. A general error occurred while accessing your central configuration.»
I have tried uninstalling and downloading and re-installing, but I still get the same error message.

Any ideas what is going on?

I uninstalled using Add-Remove programs as before, but this time I manually deleted all file folders in /Application Data and /Program files named OOo-dev. 3.3.0 Beta now installed properly.

Yes, knew it was in Beta. But it’s hard to test if it won’t open! I liked what I saw before this error message started.
No, I didn’t uninstall the previous version, which was 3.2, because I still need to use it in case 3.3 doesn’t work.
Is there some way to continue to use 3.2 while testing 3.3?

Have you tried using 3.2 while testing 3.3 Beta? It should still work normally while 3.3 Beta is installed. As far as I know, installing Beta versions doesn’t change any file associations (OOo 3.3 Beta doesn’t even show up in the Programs list in «Set your default programs» in Vista). Double-clicking an ODF file should still open the file in 3.2 instead of 3.3 Beta.

Yes, I can still use 3.2.1. My query about uninstalling was my response to thomasjk’s question about whether I had uninstalled the previous version. I don’t want to have to uninstall the previous version in order to test 3.3.0.

I’m still in the dark about what «accessing your central configuration» means or what I can do to get 3.3 running again.

I’ve never seen this error message.
You have customized 3.3 beta?
You have added an extension?
You have modified the default user profile (…OOo-dev/3/user…)?

If yes, please go into detail.

You might try:
(1) close OOo (if active + quickstarter), and rename registrymodifications.xcu [in the folder user] to registrymodifications.xcu.old. Restart OOo.

(2) close OOo (if active + quickstarter), and rename the folder user to user_old. Restart OOo.

But I’m uncertain whether that will succeed …

I have a similar issue with OOo 3.3 beta 1 on Windows 7 Pro Russian. I have installed it and everything seemed fine until I updated one of my extensions (it’s a spell check extension for Belarusian actually). I updated the extension both for OOo 3.2.1 and 3.3 b1, with 3.2.1 everything was fine, but 3.3 b1 after closing refused to start again issuing the above error message. OK, I deleted all personal data for 3.3 b1 and copied them from 3.2.1. Then 3.3 started without problem. I gave another try and updated the extension once more. Again, updating resulted in inability to restart OOo and the above error message.

I guess, it’s a bit premature to close the issue.

Only a first info:

I tried a test with TemplateChanger (OOo 3.2.1 and OOO330_m5)
[due to Issue 114091]

My steps:
(1) reset the user profile of OOo 3.2.1 to default, add the extension TemplateChanger 1.2.3,
restart OOo 3.2.1 and close it
(2) rename the user profile of OOO330_m5
(3) copy the user profile of OOo 3.2.1, add it as the user profile of OOO330_m5

(4) start OOO330_m5, open the Extension Manager, check for updates

(5) install the available update TemplateChanger 1.2.5

TemplateChanger 1.2.5 works well in OOO330_m5.

It works well with 3.3 b1 as well. The issue is different: installing or updating an extension makes OOo inoperable (I’ve had the same problem also with Anaphraseus). The procedure of updating an extension in 3.2.1 and copying the user profile to 3.3 b1 is obviously not a normal procedure for a user.

I didn’t update TC 1.2.3 in OOo 3.2.1.
I had pasted the user profile with the older version.
Then I’ve checked for updates with OOO330_m5 (as described).

[A simulation like: you would install v3.3 over a customized v3.2.1]

(There also may be an error in the *.xcu of your extension which cannot be processed correctly by the config
manager – you might have a look at → Issue 110720.)

Openoffice general access error

When I turned on my computer this morning, the OpenOffice (which is set to automatically launch) did not launch and I received a message that reads:

«OpenOffice 4.1.0 Fatal Error
The application cannot be started.
A general error occured while accessing your central configuration.»

I figured it was just hanging up somewhere so I rebooted the computer and then got the same error message. I have since uninstalled and re-installed my OpenOffice, but I keep getting this darned error message! Help!! I really need to access my documents and the message is all I get.

You rename a folder the same way as you rename a file. Go to the folder above the folder you wish to rename — for example, take the chain
c:TomDickHarry
Suppose you want to rename folder Harry.
Click on the C: drive and select menu item View : icons
You will see pictures of folders

. Tom .
Double click on folder Tom and you get a similar picture

. Dick .
Double click on folder Dick and you get a similar picture

. Harry .
Now, you right click on folder Harry and select Rename.

I’m fairly certain that I was able to do as you suggested. I tried to launch my OpenOffice, but I got the original error message that started this whole thing. I then went back to the folder location and there was a new folder titled «user»!! Within this folder are other folders titled «>extensions>bundled>registry». Is this supposed to happen?

I’m feeling more and more lost all the time! The original file that I renamed has all these same items in it but a separate folder has different folders inside it like autotext/backup/basic/config/etc. Am I in the wrong area??

Openoffice general access error

I install AOO 4.1.3 on Linux and Windows 7. Everything seemed okay, but the Windows version complained about the Java not being right. However, it closed before I could go into Tools and fixed it and refuses to open. I even re-installed and disabled the user profile. It still gives the following message:

A general error occurred while accessing your central configuration.

This gives me no clue as to what it wants, and for a while I thought I had been tricked into downloading a fake, but no there really is a 4.1.3 and I did go to the official download site. So what is the “central configuration” that is being referred to?

UPDATE: I just tried to access the LibreOffice that is installed on my Windows 7. It is giving the same error message. Fortunately, whatever is wrong only affects Windows, not Linux.

So it’s a bug. I just figured AOO needed to be pointed to the correct file which is why I wasn’t looking for that fix. It didn’t seem to be a real problem.

So, I will replace the 64 bit DLL file with the 32 bit version and see what happens. Thank you for pointing out that the Java problem was more serious than I thought.

Yes, that was the problem with AOO not wanting to run also. I had to replace the bad file in the program subfolder though. There were a lot of 32 bit MSVCR100.DLL files throughout my system. So I guessed that AOO had to have it in its folder. LibreOffice still doesn’t work, but I will get around to that eventually. maybe.

Thanks I will check, although of all the places msvcr100 was, I don’t recall it being in SysWOW64. So naturally if it isn’t there, it cannot be found there. I have the file backed up in my Archives folder in any case.

I am in the Windows side of my system now. Um. Wouldn’t a 32 bit DLL file be in System32 instead of SysWOW64?

I think you have that backwards, right? The 64 bit DLL would be in WOW64 and the 32 bit DLL would be in System32. The other way around doesn’t make sense.

True, I have a 64 bit system, but AOO is a 32 bit program. So it everything about it is treated as if you are using a 32 bit system. That is why the 64 bit DLL in its program folder is causing the problems. As you pointed out the program would look in its own program folder first for any DLL files it needs.

Just putting the 32 bit DLL file in WOW64 would be wrong for three reasons. First, AOO would look in its program folder and find the 64 bit version and fail. Second, 32 bit files do not go in WOW64, but in System32. Third, other programs may be using the 64 bit version, so if you replace it with the 32 bit version, that is going to cause a problem.

If the 64 bit DLL file is deleted from the 64 program file AOO should then look in System32. If it isn’t there, it might look in WOW64, but that would not make sense for a 32 bit program to look for a 32 DLL file there.

But if you are going to delete the 64 bit version from the AOO program file, why not just put the 32 bit version (which would have been installed there by AOO anyway) in the program folder? So that is what I did.

No, actually, he doesn’t have it backwards. 64-bit DLLs would be in System32 and 32-bit DLLs would be in SysWOW64. «WOW64» stands for «Windows-on-Windows 64» and it’s the component that allows 32-bit programs to run on a 64-bit system, so the things in this folder are for 32-bit programs despite the name.

Microsoft has published Information online about the use of System32 for 64-bit and SysWOW64 for 32-bit in 64-bit Windows. A Google search including the two terms should clear up any misconception.

столкнулся с такой проблемой на многих машинах, не могу понять из за чего эта ошибка происходит??
при открытии любого файла пишет » невозможно запустить приложение. A general access error occurred while accessing your central configuration»
права на папку .libreoffice 777 user user
Пробовал удалить папку .libreoffice -непомогло
Переустановка помогает, но почему то временно. из за чего такая ересь происходит?

в момент открывания файла. а так же в момент открывания главного меню LibreOffice. вывод приведу позже, так так сейчас я не на месте. Временно решил проблему переустановкой, но это не правильно имхо..

Мир Всем! Была проблема эта не однажды, на разных машинах и различных Бунтах!
ИМХО решение одно единственное, ибо что я не пробовал, но бились зависимости между старыми Стабильными и оф.репо!
В общем удаляйте Либру под чистую! Ребут! И загрузка с http://www.libreoffice.org/download/
Там три архивчика с пакетами библиотек и всего что нужно, чтоб Либро поднялась!
Там есть и РИДМИ если что! Пробуйте, Удачи!

After installing LO on Windows 7, I try to launch it, but I always get a "Fatal error".

The message is: "The program cannot be started. A general error occurred while accessing your central configuration."

If I delete the profile, same error, same message.

That means that the call to LanguageSelection::prepareLanguage in Desktop::Init (desktop/source/app/app.cxx) returned false with a status other than LanguageSelection::LS_STATUS_CANNOT_DETERMINE_LANGUAGE.

Olivier, what is your Windows locale?  (Whatever that means exactly on Windows; adding erAck on cc, maybe he knows whether something has changed here recently, assuming older versions of LO did work for you on that Windows 7 machine.)

In LanguageSelection::prepareLanguage() and below are several places where LS_STATUS_CONFIGURATIONACCESS_BROKEN is set if an exception is caught from the configuration access. None of the surrounding code was changed during the last months. Only LanguageSelection::setDefaultLanguage() now uses LanguageTag::convertToLanguageType() since July, but that doesn't throw an exception that could lead to this status being set. None of the code that may set LS_STATUS_CONFIGURATIONACCESS_BROKEN accesses the Windows settings, only our own configuration.

@Olivier:
Are your Windows Regional Settings standard French (France)? Or set to something different? Does the behavior change if in Regional Settings you select English (USA) before starting LO? I assume it does not change and the error persists.

Everything is set to French language.
The only thing which is not standard is my keyboard layout.

That's funny, given that I had not yet come around to "rework that LanguageSelection::prepare code on master so that it hopefully gives us better information on what is going wrong" (comment 11).  But I notice that Eike pushed quite a number of changes for i18nlangtag on Friday, maybe they fixed the problem for good after all.  Anyway, I'll still do that rework, in case this or something similar hits us ever again.

The other difference this time is that I uninstalled LO-dev before reinstalling. I also deleted what remained (python cache folder of Lightproof-en and the profile).

Olivier, since you were the only one who was apparently able to reproduce this, and claim that it works for you again, I tentatively set this to WORKSFORME for now.  Feel free to reopen when there is new information.

Also, with the above commit in future nightly builds, the "The program cannot be started. A general error occurred while accessing your central configuration." message box, should it ever occur again, will contain additional information.

I had this same problem (same symptoms). So, I wanted to let you guys know of my experiences with it.

The problem happens with en-US/LibreOffice_4.1.1_Win_x86.msi.

This version, however, works for me, as it did for Olivier:

My copy of Windows was installed from a DVD marked as:
WIN PRO 7 64-BIT ENGLISH 1PK DSP OEI DVD

I live in the US and use English for everything.

One difference between my computer a lot of people's [Windows] computers is that my user account is a Standard account rather than an Administrator account. But that didn't seem to be a factor here, because I tried installing 4.1.1 with the administrator account, too. (Didn't work.) There are some programs out there, though, that don't get along with Standard accounts. So, that's why I mention this, and also because I don't see many people complaining about this problem, which I find strange.

One of the first "substantial activities" LO does during startup is determine the locale to use, via querying its configuration machinery.  If anything goes wrong there (and there's very many very different things that could go wrong), the result is always the same "The program cannot be started. A general error occurred while accessing your central configuration" message box.  That is the reason for the commit mentioned in comment 17, to get more detailed error messages in the future, to be better able to distinguish the various ways things have actually gone wrong.

Summary: When trying to start any OO component (oowriter, ooimpress, oocalc etc.) a message pops up

OpenOffice.org3.3 - Fatal Error
The application cannot be started. 
A general error occurred while accessing your central configuration.

This is the only symptom. When trying to launch the application from the Linux command line, no messages of any kind are seen, aside from the popup.

System: Fedora 14 x86_64, updated using yum update.
RPMs include the version information 1:3.3.0-20.6.fc14 (x86_64)

Additional comments:

1. This problem has been widely reported on various news groups, for both Windows and Linux. It appears to be an ongoing problem both in OO3.3, AND in LibreOffice 3.3 and 3.4. See bug 33475 at bugs.freedesktop.org.

In fact, when OO3.3 stopped working, I installed LibreOffice 3.4 (stable), and got precisely the same error message. Neither OO no LO works on my account, at present.

2. On Linux, removing, respectively, ~/.openoffice.org or ~/.libreoffice does no good. New directories of the same names get created, and the same error message pops up.

3. This bug happens on an account by account basis. That is, it happens to each
user on the system, independently, after one or more uses of OO or LO. An
important point here is that once either program is broken, both are broken.
If I create a new user account, the first time I try to use OO or LO, the
program works. After one or more launches, suddenly both no longer work at all. 

4. This is an old and widespread bug. If you google the error message, you see
numerous people complaining about this problem for at least a year, with both
OpenOffice and LibreOffice. 

5. I have not installed any extensions. 

6. I see the bug running on GNOME, KDE, and LXDE desktops, same machine, same
accounts.

7. I have checked /var/log/secure, /var/log/messages, with no messages recorded
at the time OO or LO was launched.

So the status is, on my system, I can run neither OO nor LO work at all. Zilch!

Perhaps a good approach would be for someone with access to the source code to
grep the error message and see which part of the code generates this message.

A user has reported on the OpenOffice Community Forum that setting a DATA environment variable will cause this error in Windows 7 and Windows XP. After removing the DATA environment variable, AOO starts normally. I have reproduced the error in Windows 8.1.

  1. Talking Natty- Fatal error message- can’t open LibreOffice Calc

    When I try to open a document or spreadsheet in a folder I get a Fatal error message.

    «The application cannot be started. A general error occurred while accessing your central configuration.»

    I am now reinstalling all of my Office packages via Synaptic Package Manager.
    Is there something else I should be doing. I did the sudo apt-get update and sudo apt-get upgrade at the start of my session.

    I am going to reboot and try again.
    Any advice is appreciated! Thank you!

    I can start the program…..I can open a folder……I get the error when I want to open a document or spreadsheet within the «folder».

    I went to the terminal and started the program and doing it that way I had no problems opening the .doc or .xls.

    This was helpful in that, I will know another way to open something, but it is an extra step. It is easier to just click on an icon, open program and etc.

    As a temporary resolution… just add a new launcher with the following

    Code:

    gnome-terminal -e <calc executable>

    replace <calc executable> with the appropriate (Sorry, I don’t use LO)… This launcher will lanch the app through the terminal with one click…. until we resolve the problem

    I typed this and it opened the program without a hitch…now how do i make it my new launcher button?
    The problem has not been opening the program at all……it is the items inside the folders….unless i use the terminal way of doing things.gnome-terminal -e libreoffice

    I don’t see how this thread is considered «solved»!?!?!?
    Libreoffice must work properly, without having to type something in the terminal.

    I have the same error in 10.04 LTS (updated up to this day). Libreoffice works when calling it as root, but not as user. I thought it was something related to folders permission, since I have copied out and back in my files and some of them were accessible only to the root user, but after changing that, re-installing Ubuntu, re-installing (the 3rd time) Libreoffice 3.3, the problem persists.
    I also removed some language packs, what got me suspicious about, but -again- after purging and re-installing all of it (LO3.3), it doesn’t work, either!

    Go figure
