I have added an Exchange 2013 Server to my domain which already has 2 Exchange 2007 servers. Outgoing mail from the 2013 server gets stuck in the queue with the error
«Failed to connect. Winsock error code: 10060, Win32 error code: 10060, Error Message: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has
failed to respond xx.xx.xx.xx:25»The Exchange 2007 server can still send mail out just fine. I have removed my smart-host from the mix temporarily to make sure that it wasn’t them by creating a send connector that sends directly to the internet. Some messages will get through initially
but the outgoing mail queue fills up quickly with those that do not get sent.

Is there an NDR when Exchange 2013 user send email to Internet?
Could Exchange 2013 user send email to Exchange 2013? Or Exchange 2010?
When Exchange 2007 is coexisted with Exchange 2013, Exchange 2013 should be published to Internet instead of Exchange 2007, please modify firewall rule, and create send connector on Exchange 2013 and remove old send connector on Exchange 2007, create receive
connector on Exchange 2013 to receive Internet emails.Please use the following link to test outbound mail flow for mailbox on Exchange 2013, then post error for our troubleshooting:

are you able to telnet your smarthost using 25 port number and If you restart your transport service do the mails in the queue leave? Are you routing mail through a smarthost?

Their Email server on their recipient end is not listening on port 25 and is not able to communicate. The recipient end should check their server for any issues receiving emails. Can you send emails to them via Gmail or other email hosting?

Yes, they can receive our email through yahoo and gmail. But from our server is not.

whats the DNS entries in your adapters?

DNS enteries are Domain Controller IPs . We have 2 DC (Pri and Sec) and 2 Exchange servers.
We are using DC1 as DNS server also with DNS server configuration.
So DNS enteries are the IPs of Domain Controllers.

[Solved] Exchange Failed to Connect Winsock Error Code: 10060, Win32 Error Code: 10060
Thanks to my ISP I had spent a ridiculous amount of time trying to troubleshoot why I was not able to send outbound. The error: Exchange Failed to Connect Winsock Error Code: 10060, Win32 Error Code: 10060 had everything to do with my ISP and nothing to do with my configuration. It turns out after many hours, my ISP had blocked port 25 both inbound and outbound so there was no way I was ever going to be able to send an email from my Onprem exchange server.
I went to take a look at the logs located in C:Program FilesMicrosoftExchange ServerV15TransportRolesLogsHubProtocolLogSmtpSend and found the following:
“Failed to connect. Winsock error code: 10060, Win32 error code: 10060, Destination domain: gmail.com, Error Message: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond redactedIP:25.”
Fix for Winsock Error Code: 10060
Since the error – Exchange Failed to Connect Winsock Error Code: 10060 was out of my control and nothing to do with my configuration, I had to call my ISP to see if they would unblock port 25 for me. They weren’t able to. Thanks ISP

I have exchange server 2013 running with windows server 2012.
My email server have been send and receive email with internal and external as normal.
Today, i got the problem the email cannot send out to external and get the error below:

If it is Smarthost, are you able to telnet your smarthost using 25 port number?
Also please check your Send Connector setting.

it has problem with send connector. I just removed and recreate. it’s working.

Just quick update.
it has problem with send connector. I just removed and recreate. it’s working.
I tried all my ways to fix the problem. I even removed send connectors, restarted firewall and even restarted the Exchange itself, but nothing helped me.
Finally I disabled Ethernet card and re-enabled it on Exchange, and wowww, it was on the fly.

Would you please post more details about your environment? For example, firewall, external mail flow and accept domain.
How about internal or external mail flow?
Please check the firewall port as Sneff mentioned. Then run below command to check the configuration for send connector, as well as accept domain:
Get-SendConnector | FL
Get-AcceptDomain | FL
Note: pay attention to the IP range and address space.
